HONGKONG. 5th, August, 194 8.

(2), letter of 31st May addressed to the Prime Minister.

This was,

of course, written without our knowledge, but we have since

seen a copy of it. It will be apparent from this letter that

our client suffers from a harmless delusion that he is able

to influence the course of world events. We feel it would

be most unfortunate if this manifestation of our client's

mental state should in any way operate to the detriment of

his son's interests.

The fact remains in our opinion that an unduly heavy

sentence was passed on a youth aged 18 (who did not have the

advantage of being legally represented) by a General Military

Court soon after the liberation of the Colony. Had a Civil

Magistrate occasion to pass sentence on him today for the same

offence we think it would be for half the term, i.e. two and

a half years instead of five years.

Please, therefore, treat the Petition as a Petition

for mercy and as an appeal against the refusal of the

Governor to exercise his prerogative on the Petition in

similar terms addressed to him in November, 1947.

JLL: FNCL:

We have the honour to be,

Sir.

Your obedient servants,

Hastings to.
